Context
Despite global immunization success, Nigeria faces challenges with suboptimal coverage, with an estimated 6.2 million children missing routine vaccines between 2019 and 2021. Various demand and supply-side factors impact the uptake of vaccines. Some of the challenges noted on the supply side include weak Leadership, Management, and Coordination (LMC), particularly, limited data-driven decision-making and insufficient capacity among program managers. These issues have hindered the effective delivery of immunization services.
Approach
A consortium composed of Solina Health, AFENET and ACE Strategy and Consults was mobilized by GAVI to address this challenge in three GAVI MoU states: Bayelsa, Katsina and Kebbi. The project adopted a multi-faceted approach to address the identified gaps. ACE led the comprehensive diagnostics efforts, support to states to revitalize coordination committees, and the implementation of capacity-building initiatives. ACE facilitated the revitalization of the State Task Force on Immunization (STFI), and Partner Coordination Forums (PCF) in the states. Additionally, Technical Working Groups (TWGs) were established and supported with the development of Standard Operating Procedures (SOPs) and Terms of Reference (ToRs). Capacity-building efforts included in-class training, e-learning courses, and on-the-job coaching sessions, tailored to address the leadership, management, and technical skills gaps identified during the diagnostic phase. These interventions were designed to enhance the functionality of EPI programs and improve immunization outcomes.
