Role Overview

The MERL Specialist will be responsible for designing, implementing, and managing monitoring, evaluation, research, and learning systems to ensure evidence-driven decision-making across ACE Strategy projects. The Specialist will support program teams and clients in data collection, analysis, reporting, and adaptive learning.

Key Responsibilities

  • Design and implement monitoring and evaluation frameworks, systems, and tools for projects and programs.
  • Support the development of theories of change, logical frameworks, KPIs, and performance monitoring plans.
  • Conduct data collection (qualitative and quantitative), manage data quality, and oversee routine monitoring activities.
  • Lead analysis of program data to generate insights and actionable recommendations.
  • Support research studies, baselines, mid-term reviews, and end-line evaluations.
  • Prepare high-quality reports, briefs, and presentations for internal and external stakeholders.
  • Facilitate learning sessions and knowledge-sharing processes to ensure adaptive program management.
  • Provide capacity-building and technical support to project teams, partners, and clients on MERL practices.
  • Ensure compliance with donor requirements and global best practices in MERL.

Qualifications & Experience

  • Bachelor’s degree in Social Sciences, Economics, Development Studies, Statistics, Public Health, or related field (Master’s degree is an advantage).
  • 4–5 years of progressive experience in monitoring, evaluation, research, and learning in development or consulting contexts.
  • Strong skills in designing and applying M&E frameworks, logframes, and theories of change.
  • Proven experience in data collection, statistical analysis, and use of qualitative/quantitative methods.
  • Proficiency in data analysis software (e.g., STATA, SPSS, R, NVivo, or similar).
  • Excellent report writing, presentation, and communication skills.
  • Demonstrated ability to translate data into actionable insights for decision-making.
  • Experience working with donors, government agencies, NGOs, or consulting firms is an asset.
