Independent Verification of Integrated Supportive Supervision
Background
Strengthening primary healthcare requires robust supportive supervision systems that ensure quality service delivery and reliable data. To institutionalize a redesigned Integrated Supportive Supervision (ISS) framework, the Clinton Health Access Initiative (CHAI), with Gates Foundation funding, partnered with the Kaduna State Primary Health Care Board (KADSPHCB). ACE Strategy & Consults was engaged to independently verify ISS implementation, following two earlier verification phases completed in 2025.
Our Approach
ACE used a five-stage methodology stakeholder engagement, facility selection, tool development, personnel training, field verification, and data analysis introducing enhanced field-based simulation training for Independent Verification Teams (IVTs). Teams used a digital Open Data Kit (ODK) platform to verify ISS visits, assess data quality, and review Facility Improvement Plans (FIPs) and financing utilization.
Our Impact
- 44 Independent Verification Teams deployed across 85 health facilities in 17 LGAs
- 100% of facilities met the required geo-coordinate validation threshold
- Documentation of supervisory visits rose from 49% to 65% phase-over-phase
- 98% of facilities maintained Quarterly Business Plans linked to BHCPF financing
- 97%+ of eligible facilities received BHCPF and KADCHMA formal fund allocations
